Adams Outdoor Advertising is branching out from billboards. The ad company has purchased the first affiliate of a new electronic Out-Of-Home media network.
The new medium uses prominently placed video monitors that enable advertisers to display graphic images in convenience stores.
Barbara Glaros, the business development person with Adams, said the Norfolk Out-Of-Home Capital Cities/ABC Inc. affiliate is the first of 6,000 markets in the U.S. selected to launch this new medium. The monitors showing the network programming can be seen in over 235 7-Eleven convenience stores, Crown stores and Unimarts in Hampton Roads.
If you have ever stood in a line at a convenience store, you might agree with the results of a study Glaros said was conducted by Neilsen Research showing that the average consumer at a convenience store waits in line two to three minutes.
With that information in mind, the Mentus Group, based in Minneapolis, developed a 2-minute loop of programming, including eight editorial slots and 12 advertising slots, designed to reach a captive audience.
Adams Outdoor Advertising said they will fill eight of the 12 advertising slots with local advertising.
Central Fidelity National Bank said it has established special programs to assist Virginia hurricane and flood victims. The bank will provide a special loan pool for the long-term recovery needs.
The bank will provide second mortgages or personal loans at below-market rates to assist individuals in rebuilding, repairing or replacing residences and/or personal property. And, at the borrower's request, the bank will extend the first payment due date up to 90 days from the date the funds are disbursed.
Central Fidelity will also said it will grant fee-free extensions to current loan and credit card customers who encounter payment difficulties resulting from Hurricane Fran's aftermath.

SteelMaster International in Virginia Beach has opened a manufacturing plant in Boone, N.C. Rhae Adams Jr., one of the owners of the arched style steel building company, said they chose the Boone area to take advantage of a central location for shipping to key markets. And, due to the furniture manufacturing business in North Carolina, a skilled labor force was already in place, Boone said. The new operation is expected to hire approximately 50 people.
Boone said the steel building structures are used in this area by customers as large as the shipyard to small backyard shops. SteelMaster's real claim to fame came when 20th Century Fox hired the company to build a major prop for the Bruce Willis action movie ``Die Hard With a Vengeance.''
SteelMaster's used half-round steel buildings, connecting them to make the 450-foot steel tunnel that served as a New York aqueduct in the movie.
Beril M. Abraham has opened a law practice at Pembroke Two, Suite 220, Independence Boulevard in Virginia Beach. His practice specializes in bankruptcy and real estate law, but he also offers general legal services.
Abraham has practiced law for 33 years and most recently was with the Norfolk law firm of Gold-blatt, Lipkin & Cohen.
Mennowood Communities Inc. is building a 70-suite assisted living residence at the Mennowood Retirement Community on Warwick Boulevard in Newport News. The community now offers 24 apartments for independent seniors. The new assisted living suits will offer services such as three meals a day, housekeeping, assistance with medication management and personal care.
The Mariners' Museum received a state grant of $145,000 each year of the 1996-98 biennium to create an electronic database for its research library's card catalog and to provide computer access to the database from within the museum and via the Internet. Records of the library's holdings also will be made available through the Online Computer Library Center, a centralized database of library holdings that is accessible through libraries around the world.
Douglas E. Ziegenfuss, an associate professor in the department of accounting and finance with Old Dominion University, was named the 1996 Leon R. Radde Educator of the Year by The Internal Auditors. Each year, The IIA presents this award to the individual who has made significant contributions to the advancement of internal auditing and education in colleges and universities. Ziegenfuss established an IIA-endorsed curriculum at ODU and actively markets the program throughout the state.
D. Sean Brickell has been named chairman of Neptune Festival XXIII. Brickell, 45, is president of Brickell & Associates Public Relations. He also serves as executive vice president of the Hampton Roads Automobile Dealers Association.
Over the past six years, Brickell has been selected as the outstanding young Virginian, and the outstanding young citizen in Virginia Beach. He has served on community and charitable boards, and is a past president of the Hampton Roads chapter of the Public Relations Society of America.
Harbor Group, a Norfolk based acquisitions and property management firm, has acquired the management contracts of Ambricourt Management Inc. in Miami, Fla. The contracts include the Atriums of Kendall Apartments and The Exchange Office Park.
The Red Roof Inns Inc. purchased the former Howard Johnson Motor Lodge next to the University of Virginia Hospital in Charlottesville for $3.7 million. The company has shut down the building for remodeling. The restaurant will provide the food service amenity for the hotel quests. by CNB
