Virginia Power said its two nuclear-powered generating plants were among the lowest-cost producers of electricity last year in a ranking of U.S. power plants by the Utility Data Institute. Virginia Power's North Anna plant, northwest of Richmond, was for the second straight year the lowest-cost nuclear plant among 72 surveyed, producing electricity at $11.16 per megawatt hour in 1995.
