John Abb Payne IV died Thursday, Oct. 24, 1996, at home after a brief illness.
Born Nov. 19, 1940, in Norfolk, he was the son of the late Dr. John Abb Payne III, Mary Mundy Payne and Josie Harding Payne, of Sunbury, N.C.
After graduating from Hargrave Military Academy in Chatham, Va., he earned his bachelor's degrees and a master's degree in public health from the University of North Carolina at Chapel Hill and completed an internship at Guy's Hospital in London, England. Payne had held positions in UNC-Chapel Hill Department of Social and Administrative Medicine and a Division of Education and Research in Community Medical Care. At the time of his death he served as deputy director for program administration of the N.C. Area Health Education Centers Program of the UNC School of Medicine. Payne was instrumental in establishing the AHEC program and had served in various capacities since its inception, including having served as interim director from Nov. 1994 to June 1996.
Payne is survived by his wife, Sandra Strong Payne of Chapel Hill; a son, John Abb Payne of St. Louis, Mo.; a daughter, Melissa Sabrina Payne of Chapel Hill; sister and brother-in-law, Martha P. and Michael D. Johnson of Elizabeth City, N.C.; a niece, Josie; and a nephew, Andrew.
Memorial services are planned for 10 a.m. Saturday in the Church of the Holy Family in Chapel Hill. Father Timothy E. Kimbrough will officiate.
