Robert C. ``Bobby'' Scott, the Democratic candidate for the 3rd District, says he plans to focus on the same issues if he's sent back to Washington for a third term: expanding educational opportunities, preventing crime and protecting local shipbuilding and military interests.
The Newport News native stands to become a panel chairman if the Democrats regain control of the House of Representatives - possibly the Crime Subcommittee.
Scott said he's not interested in legislating with ``slogans,'' prefering to investigate root causes of the nation's ills and map out a plan to reverse trends in such areas as the juvenile crime rate and the high school drop out rate. That may take time and money, ``which isn't popular.'' IN HIS OWN WORDS
``There are a lot of good vote-getting sound bites that don't make any sense after you've spent some time researching the substance of the issues. A congressman should do what makes sense rather than that which may provide short-term political advantage for himself.''
