Ursula K. Provo, a certified public accountant, was named vice president of technology consulting at Carter, Corbin & Co. in Virginia Beach. She will consult with businesses and professionals on hardware and software selection, implementation and training. She will also supervise the company's on site controllerships. She joined the company in 1982.
Jeffrey W. Barr was appointed accounting manager at Charles A. Robinson Associates in Norfolk. He was formerly senior staff accountant.
Also, Leslie D. Foster was promoted from senior secretary to administrative assistant at Charles A. Robinson.

Robyn Klesath was named an associate at Brickell & Associates Public Relations. Previously, she was assistant director of development for Norfolk Botanical Garden and managed BrainStorm, an independent public relations consulting firm.
BANKING
Susan A. Stafford was named executive vice president and director of human resources at Jefferson National Bank. She was formerly senior vice president. Prior to joining Jefferson, she was senior vice president and senior personnel manager for NationsBank, Norfolk.
Also, Kimberly S. McKimmey was named assistant vice president and commercial loan officer for Jefferson National Bank, Hampton Roads region. She was assistant vice president and officer manager for the Hilltop office. Also, Yvonne S. Sawyer was named assistant vice president and office manager for the bank's South Norfolk office. Sawyer was administrative officer and office manager of the bank's Cedar Road office.
Jacqueline J. Parent was named branch officer at Signet Bank in Newport News. She will manage the retail sales in the York market. Before this, she was a senior investment associate.
Brad Hamlin was named information systems manager at Chartway Federal Credit Union in Virginia Beach. He was most recently with Summit Information Systems in Corvallis, Ore.
Life Savings Bank appointed Jo Ann S. Brooks as a residential loan originator in the bank's Churchland branch in Chesapeake. She was formerly a senior loan officer with Market Street Mortgage.
EDUCATION
Joseph D. Jaap was named president of Cooper Career Institute in Virginia Beach, a branch of Cooper Career Institute of West Palm Beach, Fla. He will continue to serve as president for the West Palm Beach headquarters. He will oversee all aspects of administration for the new career school, which offers diplomas in medical transcription, medical office specialist and computer administrative assistant. He was previously president of Swiss Hospitality Institute, a junior college offering degrees in hotel/restaurant management in Washington, Conn.
ENGINEERING
Jeffrey Rayhorn was named structural engineering technician at Speight, Marshall & Francis in Virginia Beach. He previously worked at Langley & McDonald.
FINANCE
Darin Ely was appointed managing broker/investment representative of Edward Jones & Co. in Virginia Beach. Prior to this, he was a counselor with Cumberland Mountain, a counseling services company in Tazewell, Va.
DISTRIBUTION
Ronald Lewis was named controller/financial manager of The Taylor Companies in Norfolk. He previously worked for Nicholson Inc. in Norfolk.
HEALTH CARE
Thomas M. Botts was appointed president and chief executive officer for National Emergency Services Healthcare Group in Virginia Beach. He was previously vice chairman of NES Healthcare Group and president of NES Government Services and NES International Inc.
Bon Secours Health System appointed Sharon M. Tanner as executive vice president/administrator for Bon Secours-DePaul Medical Center. She was executive vice president/administrator for St. Mary's Hospital in Richmond.
Also, Bon Secours-Maryview Health Corp. appointed Nora M. Paffrath as executive vice president/administrator for Portsmouth General Hospital. She has been with the Bon Secours Health System since 1985 when she joined Maryview Medical Center as director of planning.
REAL ESTATE
Bruce A. Berlin was named project manager with Ellis Gibson Development Group in Virginia Beach. He will oversee the design, development and operation of parking deck facilities. He was previously vice president of Colonial Parking in Richmond.
WHOLESALE
Dave Hornbeck was named operations manager for both Plywood & Plastics of Norfolk and Richmond and Mike Greenwood was named sales manager for both locations. Hornbeck was previously general manager for the store in Norfolk. Greenwood was general manager for the Richmond store.
