An 18-year-old man was shot Sunday night and died a short time later at a hospital, police said.
The incident occurred at 6:10 p.m. in the 1100 block of Broad St.
Police identified the victim as Phillip Bell, whose last known address was in the 1100 block of Virginia Ave.
Police said he was shot after an argument. He was taken to Sentara Norfolk General Hospital, where he was pronounced dead shortly after arrival.
Witnesses described the suspect as black with a stocky build. He was last seen driving away in a blue Ford or Chevrolet, heading north on Mount Vernon Ave.
