Civic activists will collect signatures this weekend at five libraries on a petition aimed at stalling a new housing development.
The civic groups oppose the development between Kempsville and Butts Station roads because they believe the city's roads and schools cannot absorb the increased use before improvements are made. Kempsville Road is expected to be expanded after 2000.
Supporters of the project, including a majority of the City Council - which voted Dec. 17 to rezone the land to allow for a denser development - say the houses, townhouses, condominiums and shops will be phased in to give the city a chance to handle the new load of cars and students. Council members said they consider the development a fresh alternative to the cookie-cutter other neighborhoods that dot the city.
The activists will be stationed at South Norfolk, Greenbrier, Russell Memorial, Central and Major Hillard libraries during library hours.
