The crowds and long lines during last month's holiday shopping season were bad enough. The thought of standing in line again to buy a city sticker isn't very appealing.
But as the deadline approaches, city offices become crowded with taxpayers queuing up to buy decals for their cars and trucks. And like shopping malls in December, many offices offer extended weekend hours.
In Chesapeake, Norfolk, Portsmouth and Virginia Beach, decals must be displayed on windshields by Feb. 15, officials said. Suffolk residents have until Feb. 18.
Decal prices do not increase after the deadline; however, motorists driving with expired decals could receive $50 tickets, said Darrel Heller, Norfolk's director of personal property.
``In the last few days before the deadline, people are standing in line three or four hours,'' Heller said. ``Stickers have been on sale since Dec. 2, but people wait until the last minute.''
To avoid the crowds, vehicle owners may order city decals by mail or visit satellite offices.
Heller recommends mailing decal applications no later than Feb. 5.
Chesapeake
Chesapeake residents may mail their applications to Barbara Carraway, city treasurer, P.O. Box 15245, Chesapeake, Va. 23328.
Stickers may be purchased in person at City Hall, 306 Cedar Road, from 8 a.m. to 5 p.m., Monday through Friday. The Great Bridge office will offer extended Saturday hours from 8:30 a.m. to 1 p.m., Feb. 8 and Feb. 15.
Decals are also available at satellite offices in Western Branch at2808 Taylor Road and in South Norfolk at 1205 20th St. from 8:30 a.m. to 5 p.m., Monday through Friday.
Decals cost $23 for most vehicles or $28 for vehicles weighing more than 4,000 pounds.

Norfolk
Norfolk residents may mail their decal applications to the commissioner of the revenue, P.O. Box 2260, Norfolk, Va. 23501-2260.
Decals may be purchased in person at the office of the commissioner of the revenue in City Hall at 810 Union St. from 8:30 a.m. to 4:45 p.m., Monday through Friday.
They are also available at a satellite office in Military Circle mall, which is open from 9:45 a.m. to 4 p.m., Monday through Friday. Only residents who have fully paid their personal property taxes may use the satellite office. Anyone who purchased a vehicle before Dec. 16, 1996, but who has not yet registered it, must go to the main office in City Hall, Heller said.
Decals cost $25 for most vehicles or $30 for vehicles weighing more than 4,000 pounds.

Portsmouth
Portsmouth residents may mail their decal applications to the commissioner of the revenue, 801 Crawford St., Portsmouth, Va. 23704.
Decals may be purchased in person from the office of the commissioner of the revenue at 801 Crawford St. from 8 a.m. to 5 p.m., Monday through Friday. That office will offer extended hours from 8:30 a.m. to 5:30 p.m., Saturdays on Feb. 1, Feb. 8 and Feb. 15.
Decals are also available at a satellite office at Tower Mall Shopping Center at 4040 Victory Blvd., from 8:30 a.m. to 5:30 p.m., Monday through Friday.
Decals cost $23 for most vehicles or $28 for vehicles weighing more than 4,000 pounds.

Suffolk
Suffolk residents may send decal applications to Ronald H. Williams, office of the treasurer, P.O. Box 1583, Suffolk, Va. 23439.
They may also be purchased at the office of the treasurer at 441 Market Street, from 8:30 a.m. to 5 p.m., Monday through Friday.
Decals are also available at satellite branches from 4 p.m. to 7 p.m. on these days: Thursday at the National Guard Armory at 2761 Godwin Blvd.; Jan. 27 at the Whaleyville Fire Station at 6235 Whaleyville Blvd.; Jan. 28 at the Holland Fire Station at 6666 O'Kelly Drive; Jan. 29 at the Chuckatuck Library at 5881 Godwin Blvd.; Jan. 30 at the Bennetts Creek Rescue Squad at 3885 Bridge Road; Feb. 3 at the CEH Community Center at 8903 Eclipse Drive; Feb. 4 at the Driver Fire Station at 4869 Bennetts Pasture Road; Feb. 5 at the Driver Fire Station at 4869 Bennetts Pasture Road; and Feb. 6 at the Northern Shores Elementary School at 6701 Respass Beach Road.

Virginia Beach residents may mail payments to the city treasurer's office, Virginia Beach Municipal Center, Building 1, 2401 Courthouse Drive, Virginia Beach, 23456-9018.
Decals may be purchased in person at the city treasurer's office or at satellite offices at 401 19th St. on the Oceanfront, at 4507 Haygood Road in the Haygood Shopping Center or at the Fairfield Shopping Center from 8:30 a.m. to 5 p.m. Monday-Friday.
Decals cost $25 for most vehicles or $30 for vehicles weighing more than 4,000 pounds.
