COURT DATES have a way of bringing about a change of heart. They did for mega-rapper Snoop Doggy Dogg, and the proof is apparent in his sophomore album, ``Tha Doggfather.'' ``I want to bring people to understand there can be happiness, if you want happiness,'' he has said. ``That's what everybody needs right now. Hear ye, hear ye. Come one, come all. I want ya'll hangin' with me in Doggyland, where a brother is a brother.'' Come Wednesday, Doggyland will be Norfolk State University's Joe Echols Arena, where he performs at 8 p.m. Tickets are $20 advance; order at 671-8100. Call 855-1044 for details. Winter Carnival
ANIMALS ABOUND in the usually civilized Chrysler Museum on Sunday at the Family Fun Winter Carnival. A docent leads an Animal Safari tour at 1:15 through the museum galleries, followed at 2 p.m. by ``Carnival of the Animals,'' a production by Bob Brown Puppets. The zoological fantasy concerns a young boy whose toys come to life. Stars include a 7-foot-tall kangaroo magician, a dancing dinosaur skeleton, a school flourescent fish and an ice-skating swan. And there's a workshop to create animal masks at 3 p.m.
Children are encouraged to dress as their favorite animal. Call 664-6200.

THEIR NAME was a running joke on David Letterman's late-night chat fest. Well, Dave won't have Mummenschanz to kick around anymore. The Swiss mime-dance-puppetry troupe is billing this outing as their farewell tour.
