IN GENERAL

NORFOLK BEQ TOPS: The first Navy Bachelor Enlisted Quarters in Hampton Roads designed to new Defense Department standards, giving occupants more room and privacy, is under construction at the Norfolk Naval Station. The $15 million, three-story building, at the corner of Gilbert Street and Farragut Avenue, will have 247 two-person rooms with walk-in closets, a bathroom and kitchenette. Responding to requests for more living space and privacy, the Pentagon approved new construction standards in 1995, allowing two service members to share an efficiency apartment with 118 square feet of space apiece. Previous standards allowed a two-room suite for four people with a shared bath. Construction is expected to be completed in August.

CONFEDERATE AIR FORCE: Old Dominion Squadron of the Confederate Air Force will participate in Suffolk's Spring Spectacular from 9 a.m. to 5 p.m. April 11 to 13 at Suffolk Municipal Airport, three miles south of downtown Suffolk on Route 13. World War II vintage aircraft will participate, including Grumman FM-2 Wildcat, North American SNJ and T-28 trainers' Beach T-34, Fairchild PT-26, Lockheed C-60 Lady Lodestar and a Stinson Reliant. Admission is $3 per car.

SECOND CAREER? Jerry Crews, deputy director of the Officer Placement Service for The Retired Officers Association, will be at the Norfolk Naval Air Station, Bldg. U-40, at 9 a.m. April 4 to talk to officers, senior non-commissioned officers and spouses on ``Marketing Yourself for a Second Career.'' The 2 1/2-hour presentation is free. SHIP VISITS: Two Navy ships will be open for visiting from 1 to 4:30 p.m. Saturday and Sunday. The guided missile cruiser Monterey will be at the Norfolk Naval Station. Visitors should enter through Gate 2. The dock landing ship Portland will be at the Little Creek Naval Amphibious Base. Visitors should enter through Gate 1.

ARMY BAND LEADER HONORED: Fort Monroe's Continental Army Band will honor former band leader, Chief Warrant Officer Michael A. Quinto, by naming its new operational building after him in ceremonies at 9 a.m. April 4 at Bldg. 9 on Bernard Road, inside the moat. Quinto led the Army band during the 1930s and later returned to Hampton to retire. His career spanned more than 40 years, serving under generals Eisenhower, MacArthur, Pershing and Wainwright. At the same ceremony, the band will receive the Army Superior Unit Award for extraordinary accomplishments. Gen. William W. Hartzog, TRADOC commander, will host the event. The public is invited.

COMINGS & GOINGS

Marine Corps Col. John Caldwell relieves Col. William H. Parrish as commander of the Marine Corps Security Battalion at the Norfolk Naval Base. Caldwell comes from Marine Force Atlantic Liaison Section, based in Norfolk. Parrish is being transferred to Marine Forces Atlantic in Norfolk.

Navy Cmdr. Kenneth P. Neubauer relieves Cmdr. Bob A. Brauer as commanding officer of Fighter Squadron 41, an F-14 Tomcat squadron based at Oceana Naval Air Station. Brauer's next assignment is assistant air detachment head aboard the carrier John C. Stennis. Neubauer has been the squadron's executive officer since December 1995.
