FIRST COASTAL NAMES REDDECLIFF EXECUTIVE VICE PRESIDENT AND YODER, MORRISON SENIOR VICE PRESIDENTS: John M. Reddecliff was named executive vice president of First Coastal Bank. He will continue as senior loan officer, overseeing all lending and credit areas of the bank. He joined First Coastal in 1992 as vice president of real estate finance. William T. Morrison was promoted from first vice president to senior vice president at the bank. He has been with the company for four years and is currently the senior credit officer and credit administration manager. Also, Ted Yoder was promoted from first vice president to senior vice president at First Coastal Mortgage Corp., a subsidiary of First Coastal Bank. He has been with the mortgage company since 1994 and oversees all production for the company's two offices in Virginia Beach and Chesapeake.

WINN NAMED ASSOCIATE AT LAW FIRM: A. Robinson Winn was named an associate at Outland, Gray, O'Keefe and Hubbard. He will concentrate in the areas of taxation, estate planning, corporate law and general civil litigation. He was previously a partner with another local law firm.

NEWPORT NEWS SHIPBUILDING DECLARES DIVIDEND: Newport News Shipbuilding declared a dividend of 4 cents per share on issued and outstanding common stock. The dividend will be paid on or about April 30 to stockholders-of-record as of April 15. This is the second quarterly dividend to be paid by Newport News Shipbuilding; the first was paid Feb. 15, 1997.
PENINSULA SHIPYARD'S UNION ELECTION IS TODAY: Unionized workers at Newport News Shipbuilding go to the polls today to elect a new president and other officers. Local 8888 of the United Steelworkers of America represents nearly 12,000 hourly, blue-collar workers at the shipyard. Incumbent Thomas Crudup is being challenged by two opponents, union representatives Arnold Outlaw and Bob Moore. Both are appealing to workers' dissatisfaction with the 50-month contract Crudup negotiated in 1995. That contract froze pay through 1999, cut holidays and reduced the size of the grievance committee by half. Both Crudup and Outlaw are running with full 11-person tickets. Moore has only a vice presidential candidate on his ticket and says he supports the remainder of Outlaw's ticket. Results should be available Wednesday.

MERGER TO CREATE POWER COMPANY: Allegheny Power System Inc. of Hagerstown, Md., announced a $2.6 billion bid for the parent of Duquesne Light Co., Pittsburgh. The deal would create a power company serving 2 million customers in Pennsylvania, West Virginia, Ohio, Maryland and Virginia. Shareholders and state regulators still must approve the merger.
