Sen. Charles S. Robb, D-Va., center, took a trolley tour Friday of

the just-completed first phase of the Beach Erosion Control and

Hurricane Protection Project at the Oceanfront. With him are

Virginia Beach Mayor Meyera E. Oberndorf, left, and other local,

state and federal officials, including Col. Robert H. Reardon,

district engineer for the Army Corps of Engineers. Robb told

onlookers at morning ceremonies that he and other Virginia

congressional representatives are pressing for more federal funding

of the $103 million project, which is not included in President

Clinton's latest budget proposal. The first phase, which cost about

$7 million and extends from 8th Street to Rudee Inlet, was finished

this week after eight months of construction. The entire project

would extend from Rudee Inlet to 89th Street.
