Citizens invited to discuss proposed Comprehensive Plan

The City Council will take public comment on the proposed Comprehensive Plan at 2 p.m. today in City Council Chambers at the Municipal Center.

This is the first of several meetings the council will hold over the next two months on the plan, which is the city's blueprint for development. Much of the debate over the plan has focused on what kind of development, if any, should be permitted in the city's rural southern half. It also includes guidelines covering nine planning areas across the city.

Transportation, natural resources and recreational issues also are addressed.

The City Council has said it would like to adopt the plan sometime in November.

Republic Road opens to the public on Wednesday

Republic Road, a new route extending from First Colonial Road to Laskin Road, will be opened beginning Wednesday.

Republic Road will tie into First Colonial Road at Laurel Lane. The tie-in on Laskin Road is a mile west of First Colonial Road.

For more information, call the Planning Department at 427-4621.

Judge limits access for former candidate

Circuit Court Judge Russell I. Townsend Jr. issued an injunction Monday banning City Council gadfly and perennial candidate T.J. ``Cowboy'' Carawan, from coming within 25 feet of a metal detector at the entrance to Courtrooms 1, 2 and 3 in the courthouse.

Townsend said he had instructed Carawan not to ``hang around'' the security station, but that Carawan had ignored his order, ``thereby interfering with personnel manning the station and preventing them from performing their duties to the highest standards.''

Carawan would be permitted to enter or leave a courtroom or to proceed to the Commonwealth's attorney's Office.

Carawan, a regular speaker at City Council meetings, has run unsuccessfully five times for a council seat and once for mayor. MEMO: Staff writers Toni Guagenti, Matt Dolan and Janie Bryant
