Commonwealth's Attorney Larry D. Willis sent his report on the shooting of a Fernwood Shores woman by police to Chief Richard A. Justice on Monday, but neither Willis nor the Police Department would comment on the contents of the report.
Police spokesman Dave Hughes said he wasn't sure if or when the report would be released.
Willis refused to discuss the results of his investigation or whether he intends to seek indictments against the officers involved.
Willis said earlier this month that he would not seek criminal indictments based on the information he had received from police, but that was before he had interviewed Fernwood Shores residents who witnessed the shooting.
The shooting occurred Aug. 22 when police were called to the 500 block of Fernwood Farms Road by neighbors who saw Carlett Karim walking the street in bloodied underclothes and carrying a small steak knife and a bowling pin.
According to police reports, Karim, 26, of the 200 block of Shore Side Drive cut two officers with the knife after refusing to drop it.
After further negotiations, Karim advanced to within three to five feet of a third officer and was shot twice, according to the reports.
Hughes said Monday that the department's internal investigation will begin soon and run about two weeks.
The internal investigation, however, would concern violations of department policy and not involve criminal charges, Hughes said.
The local chapter of the NAACP has called for an outside investigation, saying the NAACP would not be satisfied with Willis' findings or with an internal police probe.
March Cromuel, president of the local NAACP, said Monday that he planned to meet Wednesday in the NAACP office with the FBI to discuss such an investigation. KEYWORDS: SHOOTING CHESAPEAKE POLICE DEPARTMENT INTERNAL
