PROPERTY CRIME HAS DROPPED IN PORTSMOUTH BUT CITY'S RATE STILL LEADS THE REGION

Portsmouth posted the region's highest property crime rate last year. During the 1990s, however, the city's rate has dropped from 85 crimes per 1,000 residents to 75. Last year, it remained virtually unchanged over 1995.
